The Five Key Components of Pennsylvania’s Transfer System
1. Participating Colleges & Universities
- By state law, Pennsylvania’s 14 community colleges and 14 State System universities fully join the system.
- Penn State, Temple, and Pitt meet minimum requirements by accepting at least 30 credits from the 30-Credit Transfer Framework.

2. 30 Credit Transfer Framework
- A ready-made menu of general education courses (English, math, sciences, social sciences, and humanities).
- Pick up to 30 credits—roughly one full year of coursework—that will transfer toward nearly any major.
- Designed for students finishing specified associate degrees.
- Allows you to step into a related bachelor’s program as a junior, maximizing how many credits apply to your major.

- Beginning July 1, 2026, search Parallel Program agreements on PA College Transfer.
4. PA College Transfer (formerly PA TRAC)
- The central hub for tools, resources, and policies supporting your transfer journey.

- Overseen by the Pennsylvania Department of Education.
- Includes representatives from community colleges, state system universities, state-related universities, and relevant governing bodies.
- Ensures continuous improvement, policy alignment, and clear communication across all participating institutions.
