A study detailing changing American attitudes toward poverty with particular emphasis upon the development of social legislation, social reform, the changing nature of welfare institutions, the emergence of social work as a profession, and the rise of the welfare-state. Some of the questions which will be examined are the following: What were some of the tensions in the relationships between upper class social reformers and their lower class clients? How did ethnic attitudes affect patterns of work and recreation?
